The real reason Toews picked Winnipeg over Colorado.
Nestor Quixtan from Jets Whiteout writes that as a Winnipeg native, Toews was widely expected to sign the Jets. While there were reports suggesting interest in the Colorado Avalanche, the reality is that, at this stage of his career, Toews appeared more drawn to the idea of playing for his hometown team.

The biggest uncertainty surrounding Toews is how much he has left in the tank. At 37, he's still relatively young by modern standards, especially in an era where athletes have extended their careers well into their 40s. Just look at Tom Brady, who captured a Super Bowl title deep into his 40s.

Those examples show that Toews could very well have more left to give. If that's the case, the bet made by both him and the Jets could turn out to be a smart one. And if it doesn't work out, no one will fault Toews for taking one final shot.
